Administrative framing
North Sea policy is integrated state policy. Several departments have their own responsibility in that respect but share a common vision, from which they coordinate their objectives and efforts with each other. In that respect international agreements, treaties and obligations form the guideline.
The coastal zone, between the low-water line and one kilometre from the coast also falls under the administrative responsibility of a province and municipality. The government of the Netherlands coordinates developments in this zone with the lower authorities
