North Sea Treaties
The Dutch North Sea policy does not stand alone. Virtually all aspects of the management and use touch on cross-border interests. After all, water and nature, but also an important part of the use of the North Sea and the effects thereof are not limited by borders.
That is why the coastal states in the North-East Atlantic have concluded global and international treaties in the past half century, so they could jointly regulate those aspects no country alone could control.
International Treaties North Sea
International treaties prevail over national legislation. That explains why it takes a long time before an agreement is reached. After this, another long period is sometimes needed to include the treaty provisions into national legislation.
As a rule, there is no higher authority that enforces compliance with an international treaty. Each treaty partner bears co-responsibility for this. Therefore, a treaty includes a system of agreements on good progress reports.
