EU regulations, like international treaties, supersede national legislation. However, contrary to international treaties, compliance with EU directives is subject to centralised supervision. This is performed by the EU Commission itself.

The Commission imposes conditions on the elaboration of EU directives into national laws and regulations: planning, procedure, quality of content, enforcement and monitoring of results. Poorly performing EU Member States are subject to penalties (fines) and/or direct application of EU legislation.

The EU legislation is mainly focused on the quality of the water and the marine environment, on the preservation of ecological values and on the regulation of fisheries. The fisheries policies of the European Member States are determined almost entirely at European level.
