The wind energy area of Borssele will be developed first. This area was designated in 2009 and is located outside the 12-mile zone off the coast of Zeeland, near the southern boundary of the Dutch Exclusive Economic Zone (EEZ), approximately 0.5 km from the Belgian EEZ. The total surface area is approximately 344 km2.


Because Borssele is relatively close to the coast, the costs of constructing and operating a wind farm there are relatively low. In addition, it is an area with relatively few other interests. For example, there are no oil or gas platforms that need to be taken into account. Before construction starts, the plans will be presented to and discussed with stakeholders.


Innovation is necessary to reduce the costs of offshore wind energy in the long term. That is why space has been reserved for an innovation site in which two wind turbines with a maximum joint capacity of 20 MW can be realised. A separate call for tender will be arranged for this 20 MW innovation site.

Current state of affairs

The final wind farm site decisions Borssele I, II, III, IV and V will be made available for inspection as from Friday April 8, 2016 until Friday May 20, 2016. All documents will be available at Bureau Energieprojecten and at the office of Rijkswaterstaat Zee en Delta, Poelendaelesingel 18, 4335 JA Middelburg, T (0118) 62 20 00. Interested parties, who have submitted a notice of objection against the draft decision, may lodge an appeal with the Administrative Jurisdiction Division of the Council of State, PO Box 20019, 2500 EA The Hague.

The first subsidy tenders for wind farm site Borssele I and II will open on April 11, 2016 and close on May 12, 2016.  Start of the construction of wind farms in Borssele I and II is planned for 2019.The tenders for wind farm site III and IV are planned for September 2016; start of construction is planned in 2020. It still has to be decided if the tender for wind farm site Bossele V will open in 2017 or 2018. Start of construction is also planned in 2020.

EIA, Appropriate Assessment and Ecology and Cumulation Framework

An Environmental Impact Assessment (EIA) and an Appropriate Assessment (AA) were conducted for the Borssele wind farm sites. Those assessments examined the effects of the construction and operation of the intended wind farm on nature and the environment. When drawing up the  wind farmsite decisions, the [5}[2}Ecology and Cumulation Framework{3]{4] was used.
